Position Statement:

"Change is long overdue. We will have a new superintendent; in addition, 3 school board member seats are up for election. The community deserves a board that will conduct its business in a transparent way. The public should know how each board member voted... not always 7 – 0. If I am elected, I will champion causes that increase funding for programs and facilities allotted directly to the class rooms and students. The current board chose to construct an administration facility in excess of $50 million, while aging campuses went without capital improvement funding, and students with out additional educational aids."
"My qualifications include 4 college degrees, the most recent a Master’s in Nursing. I have been a nurse for 24 years specializing in care for children. I am a mother and wife who has been part of the Capistrano community since 1994. I will work to improve and streamline programs and at the same time reduce legal expenditures, as CUSD is 2nd in California for litigious hearings regarding students. With your support and vote you will be endorsing a change to the status quo that has prevailed for many years."


As a board Member I will uphold the following:

1. Children and the teaching community come first.
2. I will acquire the necessary facts and information prior to making a decision. I will do my homework, including contacting those involved with the issue, to facilitate the correct decision.
3. I will recommend a yearly, self evaluation of our board in an attempt to improve our ability to serve the community and the school district.
4. I believe that it is my fiduciary responsibility to implement sound financial management within the Capistrano Unified School District.
5. I will guard against conflicts of interest, both personal and professional.

Kathleen LeBon RN, MSN, NP

Kathy has extensive experience in the care of children, having served as a nurse specializing in Pediatric care for 19 years. Kathy has extensive experience in the administration of health care programs in a variety of settings. Kathy obtained her masters in Nursing from Cal State University - Long Beach in 2003. In addition Kathy's experience includes:

Kathy has been an active resident of the Capistrano school district community Trustee area 7, since 1994.
Kathy has been an active proponent for change, within the current school board, and believes that her background would add needed diversity to the current board.

During the last week of my campaign an illegal act occurred.  Someone with the moniker Lancelot was publishing to the internet information that was taken from the Social Security Database, part of the Homeland Security Database. Information that is never, never released without the owners’ signed consent (and few other exceptions which would only implicate party’s’ of a higher political office). This information was placed in real time on the OC Online Community sponsored by the OC Register newspaper. I did not deserve this Identity Theft. It has been reported to all authorities.

 

Few people are aware that the Homeland Security Database is composed of combining the Social Security Database and the IRS Database. It may be quite shocking for people to realize that information on the HSD contains:

 

 

 

           Personal information about yourself and your family. This information includes name, address, telephone numbers, e-mail address, Social Security number, other personal identification numbers, access codes (your banking codes), age, gender, income and tax information, travel information (where you travel), account activity (real time, up to the minute)  and many other pieces of data about you (including who you associate with, yes)(in my case medical information because I filed a claim for a type of insurance that I worked and paid for. I am not ashamed. I am proud that every life I touched was a life that was saved because it wasn't supposed to be born yet. I bought the house that our family lives in. I went to school and worked full time).

      This includes the commitment not to share your personal information without a just cause or without obtaining your consent to do so.

 

 

Lancelot (and his accomplices) committed State and Federal violations by using the information to illegally affect the outcome of an election. No sobering second thought was applied before publishing this information.  Now, I have a message for Lancelot. This is a democratic society and I had a right to run for office. Most identity theft is an inside job (which this has thus far been proven) and usually involving organized crime. A primer in information is needed for you. There is a difference between public, private, confidential, classified and top secret information. It’s a bit late for you to learn this lesson now after the fact that you committed crimes. You’re a shameful individual who only makes the OC GOP look bad simply because the Democrats didn’t have a candidate in the race for the seventh district seat. Another sobering second thought you should have considered. This also resulted in making, therefore, everyone of the individuals who endorsed candidates in this particular race look as though they also endorsed your criminal activities. Another missed attempt by you to have a sobering second thought regarding your actions. Did you not think that your words and actions do not affect others? You should just give yourself up.

The charge of unlawful use of a means of identification carries a maximum punishment of 15 years imprisonment and a $250,000 fine. The charge of fraudulent use of unauthorized access devices carries a maximum punishment of ten years imprisonment and a $250,000 fine. The charge of fraudulent use of a social security number carries a maximum punishment of five years imprisonment and a $250,000 fine. The charge of unauthorized inspection of tax return information carries a maximum punishment of one year imprisonment and a $100,000 fine.

The elections have been over for a week, and for most of us, it was a
disappointing election at the state and national level. Locally,
however, we have a lot to be exited about. Because of your support, and
the hundreds of others who gave their time and money, we made great
gains at the school board level this year.

We supported a total of 21 candidates this year, and over half of these
candidates won their races. Considering the fact that the candidates we
support are usually running against 3 or 4 other opponents, and going up
against the education establishment, better funded candidates, and
incumbents, we are happy to win even a third of the time. Exceeding 50%
is really beyond our best expectations.

In one race in particular – Capistrano Unified School District, three
new board members (Ellen Addonizio, Anny Bryson, and Larry Christensen)
have been elected to replace some extremely incompetent, and likely
corrupt, incumbents. It is time to finish that job with the recall of
the rest of that board, but that is a discussion for another time.

In addition to new school board members, every incumbent we supported,
except apparently Judy Ahrens (Judy initially was leading but has now
fallen behind as absentees were counted) won re-election.

While of course we wish every candidate could enjoy victory, the reality
is that we are going up against a well entrenched education
establishment that will fight diligently against change. Just waging the
battle is a victory, because so often there a no candidates at all who
are willing to rise to the challenge. We are thankful to every one of
the candidates who each displayed their dedication and passion for
returning excellence in education through the hard work of campaigning.
It is great to congratulate those who won, but I would also challenge
you to thank those that lost for taking a bullet for the rest of us.

Larry does not have a College Degree. Larry does not possess a professional engineer or land surveyor licence. Larry and the ABC candidates were a no show at the League of Women Voters open question forum. This forum was attended by all other candidates.
